Rule of law and economic governance programme
Claudia was contracted by the United Nations Development Programme to formulate the second phase of a global programme funded by the European Union and implemented by the United Nations Development Programme.
The project aimed to strengthen the rule of law and economic governance in six Portuguese-speaking countries, known collectively as PALOPS (Países de Língua Oficial Portuguesa, in Portuguese): Angola, Cape Verde, Guinea Bissau, Mozambique, São Tomé e Príncipe, and Timor Leste.
The complex and sensitive nature of the programme required over 100 meetings and negotiations for a period of one year, with a wide range of government officials, civil society organisations, and international organizations in the six countries.
